What it does
The two formats exist for opposite reasons. WAV stores every sample exactly as it was recorded, which is what an editor, a DAW or a sampler wants to work from. MP3 throws away what most listeners cannot hear and ends up roughly a tenth the size, which is what you want when a file has to travel — email, messaging, a phone, a website.
Converting between them is a two-line operation, and yet the usual route is to upload a file to a service, wait in a queue, download it back, and hit a daily limit if you have more than a couple. There is no technical reason for any of that. Your browser already contains a full audio decoder; this page simply uses it.
One thing worth being straight about: going MP3 to WAV does not restore quality. The detail an MP3 discarded is gone, and the WAV you get is a faithful copy of the MP3 as it sounds, at ten times the size. It is the right move when you need a lossless working file that will not degrade further through editing — not a way to undo compression.

No. Compression is not reversible — what the MP3 encoder discarded is gone for good, and the WAV is a lossless copy of what remains. It sounds identical to the MP3 and takes about ten times the space. The reason to do it is to stop losing further quality through editing, not to recover anything.
320kbps if the file matters and size does not. 192 is the practical sweet spot and is where most people stop hearing a difference on ordinary equipment. 128 is noticeably softer on cymbals and reverb tails, and is worth it only when size is a hard constraint.
